Mansfield Junior Netball Club – Constitutional By-Laws

1. Mansfield Junior Netball Club

The name of the club shall be Mansfield Junior Netball Club, hereafter referred to as “the Club”.

2. Affiliation

The Club shall be affiliated with Netball Victoria and comply with its rules, policies, and codes of conduct.

3. Objectives

The objectives of the Club are:

    •    To promote, develop and encourage participation in junior netball.

    •    To provide opportunities for skill development and fair competition.

    •    To uphold the spirit of sportsmanship, teamwork, and community.

    •    To support the development of players, coaches, umpires, and volunteers.

4. Membership

4.1 Eligibility

Membership shall be open to:

    •    Junior players aged 5–17.

    •    Coaches, team managers, umpires, and volunteers.

    •    Parents or guardians of registered players.

 

4.2 Membership Categories

    •    Playing Members (juniors)

    •    Non-playing Members (coaches, volunteers, parents)

    •    Life Members (granted for outstanding service to the Club)

 

4.3 Membership Fees

Fees shall be set annually by the Committee. No player may participate in training or games until fees are paid in full.

5. Committee of Management

5.1 Composition

The Committee shall consist of:

    •    President

    •    Vice President

    •    Secretary

    •    Treasurer

    •    Child Safety Officer

    •    Grievances Officer 

    •    General Committee Members (up to 4)

 

5.2 Duties

    •    President: Chair meetings, represent the Club.

    •    Secretary: Handle correspondence, record minutes.

    •    Treasurer: Manage Club finances.

    •    Grievances Officer: First contact for complaints.

    •    Child Safety Officer: Ensure the club is adhering to all child safety policies and procedures.

 

5.3 Election and Term

    •    Elected at the Annual General Meeting (AGM).

    •    Term is one year; members are eligible for re-election.

 

5.4 Quorum

A quorum shall consist of 50% + 1 of Committee members.

6. Meetings

6.1 Annual General Meeting (AGM)

    •    Held within 3 months of the financial year end.

    •    Notice to be given at least 21 days prior.

    •    Agenda includes reports, elections, and constitutional amendments.

 

6.2 General Meetings

    •    Held quarterly or as required.

    •    Open to all members.

 

6.3 Special General Meeting

    •    May be called by the Committee or by a petition signed by 10 members.

7. Code of Conduct

All members shall abide by:

    •    Netball Victoria’s Code of Conduct.

    •    Child Safe Standards.

    •    Club policies on sportsmanship, inclusivity, and safety.

 

Breaches may result in disciplinary action, including suspension or termination of membership.

8. Finance

    •    The Club shall maintain accurate financial records.

    •    All accounts shall be in the name of the Club.

    •    Two signatories are required for Club payments.

    •    An annual financial report shall be presented at the AGM.

9. Dispute Resolution

Disputes between members shall be:

    1.    Referred to the Grievances Officer.

    2.    Referred to the President.

    3.    Referred to the Committee for mediation

    4.    Final resolution may involve Netball Victoria where necessary.

10. Amendments to By-Laws

    •    Amendments can be made at the AGM or Special General Meeting.

    •    Must be approved by a two-thirds majority of voting members present.

11. Winding Up

If the Club is dissolved:

    •    Assets remaining after debts are settled shall be transferred to another junior sporting organisation or community netball association.

12. Child Safety and Welfare

    •    The Club adheres to Victorian Child Safe Standards.

    •    All Committee members, coaches, and team managers must hold valid Working With Children Checks (WWCC).

    •    A Child Safety Officer shall be appointed annually.
